The management of subsidized housing (VPO) was the focus of the most extensive debate at the last ordinary plenary session of Javea Town Hall. From the Socialist Party They reported that the Town Hall has lost control after giving municipal plots free of charge to the Valencian Generalitat for the construction of buildings under the 'Plan Vive'.
Once again, the opposition has criticized this change of model, arguing that it has meant the loss of municipal control over the awarding process and the renunciation of a subsidy of three million euros from European funds that were linked to the original rental project.
On the one hand, from the PSOE They expressed concern, according to the current regional decree, that the requirements for purchasing these homes do not require prior residency in Xàbia, "this opens the door to..." citizens "Residents of other municipalities can acquire the properties if they meet the financial requirements and do not own another home," the Socialist spokesperson stated. José Chulvi.
Chulvi also indicated that "the Generalitat's dynamic module system could increase the final price initially stipulated at 2.400 euros per square meter."
In the debate, from the government team, the councilor of Urbanism, Pere SapenaHe defended the urgency of activating housing construction, recalling that no public housing development has been delivered in the town since 2010.
Regarding the allocation, the municipal executive assured that a scale will be required that will establish as absolute priority the "rootedness", obliging applicants to demonstrate years of registration in the municipality, in addition to assessing their family and economic situation.
Home purchase
As an alternative measure to retain public ownership, the city councilor for Urban Planning has announced that the City Council has the legal and financial means to purchase the 82 planned homes directly from the developer. This transaction would maintain the price cap of €2.400 per square meter of usable space and would allow the council to allocate all the properties to social housing or rent-to-own programs, with affordable monthly payments estimated at around €600.
According to the government, this route would respect the Generalitat's tender specifications and guarantee that the final beneficiaries are the residents of Xàbia.
During the session, the future of other municipal land designated for social housing, such as the plots located in the Montaner area, was also debated. The opposition complained of a lack of progress and management regarding these sites. In response, the local government explained that "the original files and technical plans, whose permits date back to 2010, are being updated in an attempt to reactivate construction and expand the municipality's limited public housing stock."

Well, I think it's an idea worth considering: that the City Council, with the millions it has in its coffers that Chulvi didn't spend due to so many years of inaction and obstruction, could buy those homes from the developer at the appraised market price. That way, the City Council, not the developer, would decide who gets them. And Chulvi should really take a good look at himself, because everyone in town knows, and the mayor said so herself, that between 2010 and 2023, zero public housing units were built. He had plenty of time... but of course, he was busy with other things, handing out permits left and right, especially in areas far from the town center... or who else allowed all the old houses in Balcón al Mar and the surrounding area to be turned into boxy little villas? Jon Smith, Moragues? No... José Francisco Chulvi Español.
Good afternoon, a study of the needs in this town should be conducted. The Montaner housing project was a great decision, and they're serving their purpose. There's no elevator, nor is it necessary. In these incredibly difficult years, people are surviving on rental assistance from the Valencian Regional Government. They pay poorly and late. They can do what they want, but they know it. There's a great need for housing. Social rental housing.
Good afternoon. In 2010, the demand was for swimming pools; now there are pools. Right now, the need is for social rental housing. Salaries aren't going to rise, and people can't afford to buy a home, not even for €2400 per square meter or subsidized housing. Banks require an annual income of €37.000. Regards!
But they'll do what they want.
